Microsoft WebMatrix is a tool for web developers who know HTML but want to create sites with more functionality like blogs, CMS, and ecommerce without having to learn how to install a blog, CMS, or ecommerce. It works well for a small business owner who has maintained his or her own site but now wants to add features like databases to the site. But it's not a tool for beginners. You need to know HTML and CSS. It includes tag completion and some tag insights, but it's not WYSIWYG and there are a lot of features hidden in the menus.
